Any rights holder, maker of sound recordings or music videos who meets the criteria set out in the Copyright Act can tranfer the administration of his/her rights to SOPROQ.

In the Canadian Copyright Act, a maker of sound recordings is defined as "the person by whom the arrangements necessary for the first fixation of the sounds are undertaken", including arrangements for contracts with performers, financing and technical services.

Both natural and legal persons who qualify sign an Agreement Respecting the Assignment and Licensing of Sound Recordings and Videograms with SOPROQ. Once they are members, all they have to do in order to collect royalties is to declare the sound and video recordings for which they own rights.
