Bringing Together Rights and Equity

The Quebec Collective Society for the Rights of Makers of Sound and Video Recordings (SOPROQ) is a non-profit organization founded in 1991. Its mission is to ensure that the makers of sound and video recordings benefit fully from the rights  that they are entitled to under the Canadian Copyright Act.

SOPROQ’s mandate was broadened in 1997 when the Canadian Parliament adopted Bill C-32 – profoundly changing the Copyright Act by incorporating two regimes:

  • the “neighbouring rights” or “equitable remuneration” regime calling for royalty payments for makers and performers of sound recordings when those recordings are broadcast, notably on radio; and

  • the “private copying” regime calling for royalty payments, notably to makers of sound recordings, to compensate them for the copying of their sound recordings on blank audio recording media (cassettes, CDs, etc.) for private use.

Our organization is also responsible for administering royalties from music video broadcasting, as well as royalties from the granting of general licenses for sound recording reproduction rights.
